Corruption is Rampant in the Federation

So, I'm trying to RP a Federal agent in the space near Sol.

I'm overwhelmed with missions to smuggle cargo, kill civilians and authorities, and assassinate war heroes and celebrities.

Meanwhile, independent factions frequently offer aid missions and missions to kill pirates or assassinate pirate kings -

Why is my faction so hell bent on self destruction? Is there some way I can find Federal space where I can get missions from Federal Factions that won't put a bad taste in my mouth?

My home system is currently Bernard's star.

Well, so, I guess my question is:
Is this behavior connected to something in the BG sim? Like is there some flag or collection of flags that create this scenario?

Like, stability is low so there are a lot of disinfranchised minor factions that system authorities are cracking down on, which creates an escalating scenario leading to a corrupt autocratic regime, being resisted by plucky independent freedom fighters?

Even if it's currently a plague upon the galaxy that'd be pretty cool, especially if it's the kind of thing that could be tweaked so it's not ubiquitous.

Also, if I knew what caused it, I could find a system where it wasn't the case.
