I can't figure out what to do with them. Took 10 at KAMADHENU, went to expansion and control systems, no way to get them out of cargo.
Can't find preparation systems.
What am I missing?

They're only useful if that's the way your faction undermines the faction you stole them from.

This is usually only needed if you're federal undermining federal, or imperial undermining imperial,, i can't speak for other factions.

So, basically useless for you.

Hi. They're not useless to you generally. Can only use them in systems in preparation state when delivering then helps this along. However that power is in turmoil currently so no systems are available for preparation so they can't be used right now.
They have nothing to do with undermining.
Search for power play guides to find more.
