So I don't know if this is optimal but..... this is what I have.

I have been testing it this past week and so far I am VERY impressed. (It's a pain to unlock engineers and then get the mats but if you can its well worth it). I am able to take out targets in a literally a matter of seconds. This goes from eagles to corvettes/cutters/anacondas. I'm also able to withstand 6 ships attacking me...not only did my shields hold but I took all 6 ships out and only had to use a shield cell bank once. ABout the only weakness in it is the ammo goes quickly so you have to go land often or mine a ton for ammo mats.
Mine is similar.
I drop the extra Hull Reinforcements. Only use the two military slots for them. Especially for PvE. Less weight, move faster. In fact, I sometimes will not use them at all and even stick with the light alloys as my shields do not ever drop that far. Even for CZ's (But I now use a FDL for those)
I personally do not ever need more than 1 7a shield bank. I use that for the one and only cargo rack (carrying limpets).
I see no purpose in having a hanger with 2 fighters, since only one can be out at a time. Even though there is a delay, sometimes I forget and they are ready after the fights. Sometimes loose them in wings of 3-4. I have a 5 hanger and then my 6's are fuel scoop & tank.
I also personally like having at least one Module Reinforcement for whatever reasons.
I always carry a collection limpet, 5a.
I use less Shield Boosters. Add Chaff (though I rarely need it now thinking, may use booster-but then will need it once I do not have it) and Point Defence. My shields at 3k+ do just fine.
You also only really need a 5D life support in most cases.
All MC, Gimbal.
All but Large is Incendiary, Overcharged.
Large is Corrosive, Expanded Mag.
Devours shields.
Slight over heat if firing them all at once. So I split them into two groups. Huge/Large and then Medium/Small (Only when super close).
But even using Thermal Vent Beams, I still overheated. Atleast with these, not as bad.
