I'm right with the probability of a 3.x version around atmo-planet management along a season, why that ? :
1- Because season 2 is (or was) all stuff of ship environment (Ship landing, ship enhancement with engineers, ship crew).
2- For me, the 2.4 will be an extension of commander's modeling as unique individuals .... that is, walking on current non-atmospheric planets and go outside your ship in space.
3- The only thing that is not still developped in dangerous but was in previous version of Elite was the atmo-planet environment.
4- The business model of Frontier concerning Elite Dangerous is dictate by the value of firm for actionners ... so Frontier must inovate between two seasons of Elite Dangerous ou close the project to start a new one.
5- For the same previous reason we all compare Elite Dangerous with Star Citizen's ... ED must do the same concerning Atmo-planet landing and all connected.
6- there is nothing to do more in Elite dangerous, you may say FPS .... this is not the philosophy of ED !
This is why the next season will be PLANET, and may be ONLY PLANETS because this is a project in the project as was the season 2 ... the standard Elite Dangerous and the sub-project Horizons.
