Could this idea be tweaked to make everyone happy?

How about locking instant ship transfer behind a high/top Military Rep / Combat Elite status which will then unlock Government sanctioned, instant or v.short delay, military drive-jump, ship transfers (as a perk); but that will require an ongoing, (more difficult / multi stage), regular, mission completion requirement, as you work for the powers that be.

I'm expecting a lot of tweaking; such as, completing one of the special missions could allow a limited number of instant jumps or the special missions could allow choice between a few different reward types; mats/cash/or engineer components.

The point of the feature was to make the game more aprochable for newer players. What you saying would defeat that function. I mean hell, I have owned the game since the day it came to steam and I'm still not elite in anything and not high reposed in any faction.
 
Making content/abilities exclusive to pilots who pursue fighting is not a good or fair idea, and would not be supported by me and I'm guessing a large number of other CMDRs. I believe FD are already, whether deliberately or otherwise, funnelling everyone in the game towards more combat/powerplay activity. If ship transfer is to be "a thing" let it be for all, equally.

Maybe it could be balanced by FDev; if they turned the grind down a bit and made ranking not take so much time to achieve?
Improvements for both ends of the spectrum?

The special missions could be really tough, to make the next 'Special Operations missions' progress grind, require more effort.

e.g. take out a wing of defences, land on planet, assault base, acquire location data, search and rescue the pod of the mission target and then fight your way back for rendezvous and debrief.

Tbh I have zero interest in missions, grinding, engineers, any of that stuff; I'm happy exploring, and only that. (May go mining at some point.) I don't think having chosen to be an explorer should disallow me from the ship transfer feature, however if it did I'd just not bother with it. I just think there's enough stuff you can't access without getting involved in missions/doing stuff for powers; I'd quite like a Clipper but I've kind of accepted I won't be getting one. I would quite like to be able to get my DBS delivered to Jaques when I get there, mind.

Elite status could be in Combat/Explore or Trade. Key is Rep with power/govenment.

Mission parameters could be tailored to appeal to each player type.

Would also kind of mess with the self-ironman people like me :)
