SCBs on a bi-weave FDL have to be the biggest waste of an internal ever.
Not when you have skill. Have you ever heard about PiPko or John Raanes ?
I've known Pipko for quite some time, I'm certain I've fought John Raanes, and I'm sure they can put those SCBs to good use.
However, I'm still inclined to think class 4 SCBs are a handicap as often as they are an asset. Even if you have the skill to use them well, and not get cascade railed, they have rather dubious advantages over HRPs...similar mass, similar gross protection, a lot more heat and power. Obviously, the longer shields are up, the shorter the window modules are exposed, but at the same time a ship built without the need to power them can have more module protection and stronger internals in the first place.
Super pen is just too strong to not have shields up unless you're going full hull-tank with MRPs and everything. Once the FSD is gone, the clock is ticking. Plant sniping is pretty easy to do with the micro gimbal.
All true, but if the only internal devoted to shields is the class 5 you are slotting your bi-weave in, you can get a pretty solid hull and module protection, even on an FDL (though it's not going to compete with the Federal ships in this regard, obviously).
For me the trade off is between an armored PP with about 230-250 integrity and extra ~1100 hull (and much more hull resistance), or an overcharged PP with about 120 integrity and 1100 MJ of SCB charges. Mass, speed, and most everything else are about the same. It comes down to whether the SCBs add more survival/combat time or if the stronger hull/module protection lets the regen of the bi-weaves make up for the difference. Generally, if I'm not able to keep close enough to where the micro gimbal effect isn't very useful, I disengage for the recharge, using sinks to break lock (if I'm not under the effects of emissive)...20 seconds of collapsed regen is worth an A4 SCB charge.
What it really comes down to is if you're evasive enough to be able to bank effectively without them being cancelled. The wonderful thing about bi-weaves is that, in the current meta, you can really lean on that recharge rate to bail you out, but it's less effective in wing fights.
The same sort of evasiveness can protect modules during shield collapse as well. If you can shoot out my modules with rails, you can cascade my SCB charges.
Wing fights, especially as I rarely have a wing of my own, are why I strive to be in the fastest ship of my class in the instance (excepting such cases where this isn't remotely practical) and if I'm running a ship that cannot absorb some significant hits when the shields fail, I wouldn't be putting bi-weaves on it at all...I'd make sure I had enough hull to make phasing tedious, front load all the shielding practical (though not necessarily in raw MJs), then worry about SCBs with whatever power I had left (though with an overcharged PP, this probably means plenty for everything).
