Couple of questions about EDO on-foot missions

1. When an NPC is shown as a dot on the radar does it mean that it's busy with something and I can do stuff without been caught?
2. Why killing NPCs in anarchy systems gives a notoriety? Is it a bug? Additionally yesterday I killed a few NPCs in mission settlement (low security) in non-anarchy system and did not get even a fine.

the Dot on your radar means you've scanned that NPC. There may be others about, but you've not yet scanned them.

Anarchy system does not mean the settlement is an Anarchy. settlement governments vary, system government is based on controlling faction but doesn't apply to all settlements. If you are at a settlement controlled by a non-Anarchy government you will receive notoriety.
 
To add -- if the NPC is represented as a dot on the radar, that means there is no line-of-sight between the two of you. If the NPC is represented as an arrow, that means there is line-of-sight and as such they can see you steal stuff (if they are facing you).
Huh, learn something about this game all the time. I just thought the arrow meant they were moving. Good to know!

No, the arrow is there to point out their line of sight - aka the direction they're facing

IF you are in their 180 degrees frontal arc of view, dont do bad stuff. That means sides or in front of them.
Actually it's safer to do bad stuff when there is no line of sight or you are in their 90 degrees back arc.

They can actually see quite far, so if they're facing you, and you see them on the radar - dont do bad stuff.
 
Additionally, it might be obvious at this point, but the colours also give away their status. White/Green and they are neutral/friendly (but always rude!), Red and they will attack you on sight.
Yellow is the colour to be aware of: they are in an alert state and if you stick around they might attack you. If you see yellow, hide, move away and wait, they will eventually reset to their non-hostile stance.

Finally, a guard will scan you if they are inside of your red (inner) circle of the radar. Keep them outside and they won't bother. (Please correct me if I'm wrong)

So very Frontier like: so much detail but we're left to discover it on our own...
 
BTW. I had a situation when I was delivering a non-prohibited package to an NPC in settlement, entered the base, was scanned by a guard, delivered the package. So far so good.
At my way back to the ship all NPCs suddenly became hostile and started shooting at me. What was that? I even didn't loot anything or enter a building.

Did you run along the roof of any building? Currently, there's a bug where restricted areas in settlements extend vertically to infinity. If you ran on the roof above a restricted area (like power building) and any NPC saw you, they'd get mad about it.

If not, then maybe a guard wanted to scan you and you didn't notice the warning to submit to the scan?

More likely the last one.
IF you get spotted trespassing a restricted area you only get a warning and the the indicator light up in the upper left corner. Second strike gets them agro instantly

But if you dont submit to a scan, you get a fine and everyone gets agro and start shooting

At that moment I was on the ground (didn't know that roofs were a save passage that time, just started playing EDO DLC a week ago).
As I remember I didn't get a warning about guard scan attempt but not sure.

Going a bit off topic here, but on a related note, I have just found out that the limited access bug also affects the levels below, to some extent.
If there is a restricted area right above your head, you are generally fine, but if for some reason you jump you get the warning!
As soon as you land back, you are notified that you have left the restricted area, but if you jump and someone sees you in that moment, then that's a problem!
 
Another situation. I had an NPC in a room I wanted to loot safely. OK, I noticed an O2 control unit above the room covered by a large panel.
I was thinking that turning it off would expel the occupant, but instead all base got aggro against me. What's purpose of those O2 controls?

Sometimes rooms can be on fire, and venting the oxygen puts out the fire.

Other than that, venting the oxygen doesn't really do anything. It causes the occupants' emergency helmets to deploy, and it will prompt guards to come investigate (could be used as a distraction to divert guard attention from someplace you want to break the rules, or maybe even a lure if you want to just murder everyone, I guess).
