Your build, but with hull stuff removed and optimized shields and boosters.

Boost speed: 503 -> 618
Raw shield: 751mj -> 914mj
Effective with 4 pips to sys:
Absolute: 1877 -> 2285
Explosive: 4216 -> 6574
Kinetic: 3514 -> 4566
Thermal: 2658 -> 5479
The version I posted is rather extreme. I would ditch the C3 guardian shield reinforcements for a fuel scoop and FSD booster. (more speed)
Technically you "could" go with A shield boosters, but they don't really add all that much for the mass.
You could ditch the useless chaff (you have lots of shield, you don't need it for NPCs) and go with an E booster reinforced + Super Capacitors (+50% for only 2t).
Other notes:
Resistance based shields go really well with guardian shield reinforcements. This is why the C2 Biweave + Thermal Resist + Mulitweave wins.
Reinforced + Hi-Cap works best with only 2 E thermal boosters + Super Cap. This beats the equivalent Thermal + Multiweave + 2x resist boosters overall (slightly lower thermals, rest is much better, this is why I run this combo on my courier)

Ditch the hull stuff. You don't need it. If you take enough damage for your shields to get low, boost away and let them recharge.
