No need to download anything.
Go to the Livery section in station services (or through Outfitting > Livery) and apply the voice pack to whichever ships / SRV's you want to use it for.

This needs to be communicated better to the player. Yes, I know it's in the product description in the store, but it's hidden among the wall of text - I think it should be the first line of the desctiption in bold. People are.. people.
I don't know how many times I've answered this question in Newcomers section.
