Newcomer / Intro Covert Heist and Covert Theft missions

What's the difference between a COVERT HEIST mission and a COVERT THEFT mission?
(browsing through the forums, it seems that a player should do COVERT HEIST missions to unlock Terra Velasquez, as the COVERT THEFT missions are bugged. Is this correct...?)

Theft don't seem to always count.

With a theft the item is secure but not alarmed. With a heist the item is always alarmed, so you have to turn off the Settlement Alarm first.

As far as qualifying for Terra Velasquez goes, does it matter whether the covert missions are taken from a terminal, or a mission-giver on the concourse...?

I accepted some thefts from concourse and heist, but engineer has been unlocked when I finished 6 covert heist from terminal. Could be changed of course in meantime but it was my experience.

I have been having the hardest time finding covert heist missions, while covert theft missions are somewhat easier to come by. Does anyone know a reliable way to find covert heist missions?

I found all of mine at a terminal.
Stick to COVERT HEIST missions - evidently the COVERT THEFT ones are alleged to be bugged.
TIP: If you have a choice, take a mission to a settlement controlled by an Anarchy faction; that way, if you have to shoot anyone it's not murder

You can fulfill the heist requirement without murder. You might have to turn down or cancel a few jobs after scoping out the area.
