A couple weeks ago I did a handful of these trying to unlock Terra, found out I had to give medical supplies to another engineer first, once I did that all these covert missions disappeared. Any suggestions?

If it means anything, no matter what station I am at (disembarked) no operations missions show up at all. Even it it says there are a number of them available.
its been years since i unlocked eng's but i think i recall i had to do them consecutively
i think ops missions need a system to be in a civil unrest or war state
