I've just been killing pirates in a mining area and some of them dropped loads of lovely cargo.
but.. I was too chicken to pick any up as the area was swarming with the fuzz, right decision or too cowardly?
Depends on the cargo. Most isn't worth the headache, silver or better and I usually take it, but it's gotta be worth more than the bounty ties I lose scooping and hauling it

The only thing worth picking up there was the Tobacco, worth around 5k, or 2500 on the black market. If you're planning on sticking around, ignore it. If not, grab the stuff and go. If you start getting scanned partway through picking things up, just jettison all cargo (it will all be close together anyway) and pick it back up ten seconds later.
The fuzz don't come and scan you if they see you picking stuff up, usually each unique individual police vessel will scan you once within the instance and ignore you afterwards. Anyway, be sure you know what the values of things are...I rarely pick up anything that won't get me around 3k apiece (meaning it's 6k normal, full price).

I never pick up the cargo from pirates, in fact, I don't even have a cargo hold on my ship haha
Those are not worthy of your time. I scoop only Slaves, Palladium, Gold and such...
Most of stuff they drop is worth less than 500 credits a ton, not worth time spent picking it up.

None of that cargo is worth it, wise decision.
If that sort of thing is of interest to you do it in an Anarchy system and you don't have to worry about cops and pick up whatever you want.
Just make sure you have a Kill Warrant Scanner with you and scan your targets first for bounties as in Anarchy everyone is clean ( no rules no Wanted status).
Also ensure you know where the Black Market is in the Anarchy system to offload your goods, and also one for the Feds and Imps in nearby systems, preferably on outposts, so if need be you can go straight there to sell and cash in on bounties.
This means you can kill what you want, pick up what you want, and sell it whenever you want without any danger of getting fined for stolen goods, or for pirating/murder.
