CQC CQC no need to have any PIPs on wep?

So during Eds livestream of cqc i decided to play couple rounds. I took the imperial fighter ship (with cannons? second weapon you unlock for that ship) and i put 4 pips to sys and 2 to eng (no pips to wep). I noticed that my weapons reloaded just fine without any pips to wep and that my wep capacitor never went down from full. Is this intended (pips work differently in cqc than in normal game?) or is it bug?
 
It's just a special feature of the Rapid Cannons on the Imp Fighter and Condor that they don't use any weapon power. All other weapons use weapon power as normal.
 
Upsides: You don't have to spend any WEP pips. You do excellent hull damage. You have slightly longer effective range when closing distance with your target.

Downsides: Rapid cannons are weak against most shields. They frequently miss against targets accelerating or flying curves, and nearly always miss against pilots intentionally trying to dodge them.

So they're situationally useful and a lot of fun, but higher-level pilots will probably murder you because they can dodge your shots.
