Not sure what to think about that... On NPC ships I would say no, since the AI will get an overhaul in 2.1. Giving them access to dual shields just makes PVE even more grindy than it currently is.
Player dual shields would need to be carefully balanced, skilled PVP players should still be able to ambush and defeat people when they have the weapons advantage and better piloting skills in general.
Since Frontier takes their time with updates I don't think this would be viable, Playing 4 months after the integration with absurd shield balance would ruin every bit of PVP left in the game.
The only thing I could think of that would make for better gameplay is switching between Bi-Weave and normal shields. Bi weave for general NPC combat and Normal shields for PVP or vice versa, depending on your preferences.
You still would have to carry both shield types, but only 1 can be active at any time.
