Crime and Punishment for Skimmer Missions

I can't figure out what are the consequences of killing skimmers. I've been killing skimmers and blowing up turrets to rack up a big bounty. At the moment, bounty hunters come after me, but I can always get away from them. The faction that these skimmers belong to have no station, so the only way to clear things up in the present system is to let the bounty time-out, then go and visit an interstellar factor.

What will happen in the new C&P system? What are the consequences of having NPC bounties and who will come after me? Will it be the end of killing skimmers by base assaults?
 
You'll get the bounty as before.
So long as you don't kill any ships, you'll be able to clear this bounty at an Interstellar Factors. (Skimmer/turret kills count as Assault, not Murder)
Probably the same people who came after you before will continue to do so.

If you don't clear the bounty, there will be minor restrictions on your ship, but these won't be particularly an issue if the faction you're attacking doesn't own any stations.

So I wouldn't expect much difference.
 
I'm pleased you asked this question as I've only just started doing skimmer missions and have racked up quite the bounty! I do remember Sandro saying that when 3.0 goes live there should be a single one-off amnesty, so I'm hoping it will be cleared for me!

Go away.

No, really, go away. Go somewhere else and make trouble for a few days. It will eventually move back to neutral.
Or do some boot-licking missions for the faction you made so unhappy. Bounty Hunt in a system they control, turn your bounties in at a station they control. They'll get over it.

You can always do missions for the faction you attacked. But yes, as Vindelanos said, staying hostile and live with it is your best move. Pick on one independant faction only, that will help.
Be careful, however: remember that bounty hunters are not criminals and you could have another bounty on your head for retaliating or worse.

I think I killed something like three different bounty hunters not that long ago because they interdicted me and I just assumed they were pirates that I simply fired on before the scanner determined that they were hostile--I mean, they interdicted me and were shooting me, so they must be hostile, right?

First time--what? Why did I get a murder rap?
Second time--hey, I got it again. Weird.
Third time--I think I really need to check their status before I fire.

By this point I had the highest bounty I've had to date, but decided to move to another location and wait for 3.0 to drop. :)

I did that once, long ago, when I was just a Harmless Pilot. Then I realized these were bounty hunters, so only started shooting out their thrusters, FSD's and pushing their Life Support systems down to 1% before jumping out. Assault costs so much less than murder, and they started leaving me alone after that.

After few weeks your reputation goes to unfriendly...after this you can do missions for that faction to improove your rep.(same as major factions but opposite: you can be ally with 100%reputation and after while if you are not doing missions your reputation will drop to 75% friendly).Even if they have a station,you can land on that station as unfriendly rep.

Something isn't right there. The bounty hunters are normally clean, and they normally shoot you before you get a chance to face them, which would make them wanted, so by the time you shoot them, there should be non penalty. There's two exeptions; If you're already wanted, any ship that shoots you will stay clean, so you can't shoot back without a penalty. Secondly, if you have "report crimes against me" switched off, they don't commit any offence by shooting you so they stay clean.

It's all a bit moot anyway because there's absolutely no point in shooting the bounty hunters. If you win, you get 200cr bounty. That's for a long drawn out battle, as they invariably have SCBs and heatsinks, so you need some substantial fire-power and tanking ability yourself. It's much more efficient to run away and used the saved time to do money-making missions or whatever else you're doing.

Yup, it depends on the bounty nature. A local bounty, that requires a KWS to show up anywhere else, is not recognised by other factions in other systems, and thus will make its assault a crime. That's when it becomes wanted right after the first shot at your ship. But if the bounty is issued by either federation, empire or alliance, it will be recognised in all according systems, where you will be considered a criminal. In that case, even if it shoots first, it won't be wanted. It's exactly the same for you if you're bounty hunting. A target marked "wanted" by default is a clean one and you can have at it. A target that shows its bounty only after a KWS work is not currently wanted in the system you both are, and local authorities will consider its assault a crime. Except in anarchy systems (which really should not be called "anarchy", but that's another debate)
