If I weren't too bothered about being on Santa's naughty list, and went Rambo in one system slaughtering NPC's to undermine a BGS faction, then switched ship, let the notoriety cool off, but was later Kill Warrant Scanned by another CMDR while flying the clean ship, would I still show up as having a price on my head in the KWS?

There is no price on your head. The price is on the ship (and its modules).
So, no.
The KWS only reveals bounties that your current ship has in different jurisdictions.
