There is a karma system in plans. It should control a little bit griefing. However how it may be achieved? Bounty hunting must be very profitable. It is important because bounty hunting will be risky and dangerous - you will fight most dangerous pvpers in the game. From the other hands, if Frontier manage to well balance it, they will create self controlling chain of hunters.
Consider Community Goal or Thargoids bases, those are "hot spots" in open. There are PVPers, griefers etc. They are camping for weaker players. However with proper bounty hunting (crime and punishment system) bounty hunters will already be there and they will be waiting for griefers!
This will create chain of self regulating system (I hope so): greifers->hunters->griefers->huners->... they will hunt each others for money or for safeness. The non-pvp players should be thrown away from this circle, partially at least.

Frontier please make bounty hunting valuable and design it well to make it core mechanic of Open mode and multiplayer gameplay.
