Crime and Punishment: Up the threshold for bounties!

I have to say that I generally like the new C&P system, but I just encountered the first major flaw: Bounty Hunting in HazRes, I was fighting a conda that had attacked a T7 before. Said T7 ran through my beam lasers, and I instantly got a 400 CR bounty - so far, im sure, everybody experienced that lots of times.
Now, wanting to get rid of the bounty because I was in my home system, I could no longer wait the 10 minutes and just pay it off, so I went to the Interstellar factor - who offered to clear me for just the small amount of 1.8 million credits! That is nowhere close to acceptable, and has definitely to be fixed. I have no problem with paying that much to clean my crime record, but I should not have to pay that much when the idiot I try to rescue jumps in front of my guns.

I think that bounties should only be put on you for real crimes, like killing somebody etc., or only be issued for collected fines in the amount of at least a couple of thousand credits. I would immensely lose interest in bounty hunting if I always was at high risk of going bankrupt just because NPCs cant handle their ships.
