Much of what is to follow has been discussed on various threads, already. I just wanted to get my thoughts down in a more or less coherent manner.
1) Currently there seems to be only a puny handfull of crimes within the game, these being.
I think more things to do wrong would make the game much a bit more complex and more interesting
here is a short list of ideas, not everyone will agree, and i'm sure plenty of people could add even more.
Severity of crime
Now it stands to reason that not all crimes should be treated equally, some minor crimes like scraping the station docking bay during docking should get you a warning and a fine. But more serious crimes like opening fire on a police ship or destroying an innocent trader should NOT get you a fine. for serious crimes you should instead get a wanted status and a bounty placed on your head which gives anyone the right to open fire on you. The wanted status should be posted at all systems in the vicinity that are part of the same Juristiction and any attempt to land at a controlled station results in either a massive fine or loss of ship or something significant (perhaps a real time jail sentence of say 48hrs)
Treatment of crimes by different factions.
I also think that both the list of crimes and the punishments should vary from faction to faction.
Lets take the 'speeding' idea. It could be that imperial stations have stricter rules and penalties, so lets say the speeding limit in a federation station is 60ms with a 1,000k fine, but at an Imperial station it is 40ms with a 3,000k fine... perhaps some independant systems have no speed limits. The regulations should be broadcast by each station and if you don't bother to read them during the supercruise journey then its your own fault for being ignorant of the local laws. It all adds to the spice....
Likewise Murder at an imperial station may be dealt with by a large fine but at a federation system it is more severe (confiscate ship and 48hrs imprisonment)
Also there is no reason why crimes can't be combined just as in real life so lets say you open fire on someone and you destroy their ship in the station safe zone, you should get done for Murder (resulting in the fugitive status), Criminal damage (resulting in a fine equivalent to the cost of the other players ship), and a further penalty for opening fire in the safe zone (so another fine)
Does this all sound to harsh ? well think about it thats how it works in real life, and Elite Dangerous is set in a harsh future right ?
Criminal Record, The record of all your crimes, big or small, paid or unpaid should form a permanent record which is only wiped when you die...
Anarchy systems
Well anarchy systems have no fully functioning government so no laws, but that doesn't mean a station op won't blow you away just for arming weapons inside the tunnel.

- attacking police
- attacking other ships
- trading illegal goods
- attacking a space station
- pad loitering
I think more things to do wrong would make the game much a bit more complex and more interesting

- docking on the 'wrong' side
- speeding
- entering a station with weapons armed
- firing within a station
- firing within the stations no fire zone
- careless flying (bumping into the station for example)
- dropping cargo in orbit space
- flying with insufficient insurabce ?
- entering prohibited space
- landing without a permit (when landings come)
- Failing to submit to police interdiction
