I just tried 2 crime sweeps and both times the same results. I jump in there is one target sitting there which immediately begins attacking me then 20 ships of both side will appear a few seconds later and I am insta-ganked in a matter of seconds. Is this working correctly?
 
Sounds like the instancing isn't working as intended, but that does sound like how Conflict Zones have been working for the past month or two.

Because you arrive in Conflict Zones neutral, you can gain distance before one side turns hostile. You can't do that with Crime Sweeps or any Power Play Combat Zone.

One piece of advice I've heard in relation to other drop down sites: as you approach the target, slow down as much as possible, unlock the destination, pass it and drop down just beyond it. The goal is to land in normal space 20km from the destination. That will give instancing time to spawn targets hostile and friendly to you without you being in the middle of them.

will give that a run as well as skirting the edge of the furball and making quick attack runs on ships rather than mixing it up in the furball. Had something similar happen in a conflict zone when it reset after my side one.
