Criminal Outposts

I've just placed a criminal outpost in orbit around a planet with no construction spots. There are two other orbital locations to build on. What can I build that will help supply this outpost with illegal goods?

Criminal outpost + pirate base makes for a very good bounty hunting fishing hole.
 
For a starter system like that, boosting development level will probably do the most to raise supply.

I'd go for an industrial outpost and then maybe a government installation

(Also remember that for the widest range of supply the outpost needs to be in the hands of a faction which doesn't ban the commodities itself!)
 
Find 2 slots. Build the criminal outpost then build a coriolis around the same body. The criminal outpost will pass the links to the coriolis and the coriolis will provide population vastly boosting the market.

The goods that can survive a mixed economy will be on the coriolis but the outpost will be influence free and sell everything. You could also do a commercial outpost first and then a criminal but you get less pop boost so the coriolis has a better slot to market ratio.

Pirate massacre missions are based on the target system being <10 LY away and having a criminal faction (Anarchy, essentially) present.

The catch is, they decrease the influence of the targeted Anarchy faction ... which for a new colony is a problem, because that will push it into Retreat, and that will be the end of the pirate massacre missions when it goes through.

So if you want to use a new system for pirate massacres, your first priority has to be retreating one of the other factions in the system without losing the Anarchy faction, to get the total faction count down to just 3 - which will stop further retreats from starting.

(Even then, you probably want to alternate doing the pirate massacres and doing positive stuff for the Anarchy faction to get them above 5% or so, or you end up risking them near-instantly retreating the first time your system gets an inbound expansion)
 
I have a system with a few hazres so I theory if I put that in this system do you think I would get pirate massacre missions to there?
I would defer to Ian on that, but I can say the pirate base churns out bounties, and my Criminal outpost has a decent supply of contraband…..
