criminal powerplay revamp

While the logic of powerplay for some factions seems to make a lot of sense, at the lowest level, they are centralised around a point, but logically a pirate power like delaine should work differently, operating profitably out of distant ports, connecting territories and outer rims, the backwaters of the bubble.

currently powers are charged based on distance from capital for a territory, but i would suggest that the guerilla and pirate powers should work in the opposite fashion, the further away from an enemy capital, the higher the discount to the cost of the system.
 
Are the Suggestions and Powerplay forums broken?

On topic, I agree it would be nice to see some variation to reflect the personality of the Power in question.
