So I honestly have no idea if this is been talked about but I saw a thread and it was a brilliant idea and I've added some twists...
We have a black market, and we have illegal missions now that people can do. Why not have reputation with these blackmarkets just like the rest of the factions reputation but the more you earn their "trust" or rep you open up missions for them. A criminal underground mission board... They pay a lot more than a normal mission would however if you get caught you risk losing reputation with the normal factions or some sort of repercussion which could also lead to you being wanted or maybe hunted by those you failed. If you do enough you can be noticed per'say by others or open up other blackmarkets that pay even better. Sort of like being invited to unlock an engineer because you did enough for that one. I suppose a load of other ideas could be added to this but hopefully you get the basic idea.
