cruise ships could do a multi-station tour, carry passengers only. so you create a cruise itinerary to 5 or 6 different tourist stations, then people sign up and board before you depart, then you fulfill the route, and of course earn money.

They need to work out a system to pirate passenger ships then.
They will when ship boarding comes into play I'm guessing. Maybe you could take the passengers as slaves for example or ransom them off if they are part of a rich circle.
