The Big 3 factions have their own outlook on reality, and that's quite cool, but if we learn anything from history, it's that we love to accentuate our differences down to the smallest level.
I would really like to experience cultural differences between different regions of inhabited space, between neighbouring systems, between inhabited planets, and also between minor factions.
The lore aspect of the game is not as deep as it might be, and I think that having to respect all kinds of different customs/taboos/rituals/holidays would be a great way to engender both an even bigger sense of scale for the galaxy as a whole and a relatable, unique identity for each part of it.
Local names would also help.
There would be a huge difference between saying "I generally sell food at XPR-12091109" (or whatever) and saying "I like to trade with the K'Jaarg Horde, who are concentrated on the planet Fnaar in the Grag system. They are a bit odd, expecting you to purchase one cargo of biowaste and jettison it at Blumpkin Point every time you enter their system in order to appease the Great Blumpkin. Also, their laws oblige them to take a holiday of 17 hours after every 51 hours, so it can be difficult to work out a schedule - but their demand for cheese is always so high that the profits are worth it."
