How about creating a .pdf skin design template for each ship. Players could download and edit these templates in adobe illustrator to create custom clan/fleet paint jobs.
The completed designs could be submitted to FD, then made available in-store as premium paint jobs. This way FD are rewarded for their time and effort implementing/managing the system.
To make this work you would probably need to add group management to the FD store so that the various paint jobs for each group are only available to members of that fleet.
