You are mining and I have no issues up close to an asteroid with two medium mining lasers and large beams for defense. Still with all the new mining toys it is lacking a little and a Python at this level does better. As for combat encounters note that two large G5 engineered long range/thermal vent gimbal beams on the Imperial Clipper nacelles minimizes the targeting reticle issues as they engage at 6.0km. Stock falloff starts at 0.6km. Engineered they go to 6.0km. That's an important consideration on a Clipper. Multi-Cannons can go 8.0km and has a falloff of 8.0km. Long range sensors would be helpful here. Many weapons have long range engineering which is very effective on a Clipper.
Most NPCs won't even engage until within 3.0km and with the Clipper's speed it can stay out of range, minimal heat with thermal vent beams and casually fire away. Target shields are down then up close and personal with hull/module weapons if desired. Dial in some Flight Assist off pilot skills using drift to your advantage and it is a lot of fun. It is also a popular ship in a PvP wing with dedicated weapons typically taking out the FSD.
Single player at this level I prefer a PvP build Fer de Lance with specialized weapons but that is just me. Mining in a 192 cargo Clipper makes me smile. Of course this gets totally awesome with an engineered Cutter at great expense after perfecting the pilot skills in a Clipper.
Meanwhile changing an engineered
combat Cutter to mining would certainly have advantages. Enjoy designing it.
