So, finally got my Empire rank up. I couldn't buy the cutter when my Empire rank displayed Duke / 100%, so I thought maybe that was my next rank. Now it's King / 100% and still can't buy the cutter. The clipper is available... I don't think it's a pad issue as the anaconda is available. It says my Empire rank needs to be Duke or higher, I believe I am "King". I have the space buckos and I've relogged.
