For the second cycle running, we have managed to keep our saboteurs from having CC to prepare any systems and at the same time managed to keep our surplus low enough not to be able to expand into the loss-making systems. As such we are in a great situation heading into this cycle.
As usual, please do not fortify any systems that are not on the fortification target list (it is intentionally left empty most of the time this cycle).
