Here is the list of systems we are targeting from the Winters SubReddit. The link for this thread can be found here (link link link).
The systems listed should get Fortified, so we are expecting to Cancel their Fortifications with our Undermining. There is no benefit from Undermining a system past 100% of its trigger, but if a system is Fortified to its trigger, we can Cancel that Fortification.

If a system is Fortified, and not Cancelled, the Power is charged 0CC upkeep cost.
If a system is Fortified, and Undermined, the Power is charged the default upkeep cost.
If a system is Undermined, and not Fortified, the Power is charged the Undermined Upkeep Cost.
