How is it possible that Bragur have 503990 merits almost 10000%

Because it's an ALD expansion? ALD does combat expansions, which draws in grinders en masse. Unfortunately FDev has decided to let Bragur stand as an expansion because ... ehh ... I can't think of a good reason.

Combat expansions are just very popular places to earn merits. Look at the (only) Hudson expansion this cycle. It has over 1,270,000 merits by now. Those high numbers are not a new thing really, people just like to have their bounty hunting bonuses. ;)

You've never paid attention to the quite frankly insane amount of merits that ALD and Hudson grinders put into their combat expansions then. For example - week 13 saw 2.9 million merits put into 7 combat expansions. Week 15 saw 2.8 million merits put into 8 combat expansions.

The only "exploit" here is that FDev upped the merits per kill in the combat expansion zones from 1 to 10 merits/kill in week 8 (I think it was week 8).

In other words, this is neither new, nor an exploit or a script hack.

Well, yes, but it was a bit of a non-sequitur:

Well, fine, leave Bragur since it isn't too bad an example of the bug. True, since I believe it will only cost us 10 CC per cycle compared to Tewi, but still a little ... untidy. But at least the ghost system bug has been addressed (crosses fingers) so a hat tip to FD.
 
The prep list should be chosen using nominations at the end of a given cycle, for the next cycle. The number of nominations per player should be based on the merit rank. This will have the effect of the more invested PP players (represented by higher merit rank) having a greater voice in the decision making, while the grinders will either not bother to cast a vote and will just grind on whatever the closest prep system is (which will have come from the previous week's vote so likely to be a GOOD prep target), or their votes will be drowned out by the more organized groups.

Either way there should be some kind of control put in place to limit the damage that the directionless can inflict. WIth very limited in-game social capabilities and/or limited player activity info made available, it's impossible to identify and convince the masses to play towards a specific strategy. I think it's likely that far more PP players are NOT using the likes of Reddit than are. if they can't be reached, then the gameplay rules need to be tightened up to compensate.

This still doesn't answer the problem of organized opposition within a Power, 5th column, political rival or however you want to term it. The main problem being that there's no way to identify if there IS an opposition since there's no per-player insight into PP activities, therefore no way to identify if there's an organized group working against the Power. With a prep voting system in place, it's possible that the votes could be tracked by player and that info be made publicly available for analysis, but we really haven't seen a penchant for FD to release that kind of detail.
