Known Merits

ALD was the only one of the 3 big powers with an expansion last cycle, and she did dominate the total merits, but not to the extent she normally would have.

Aisling had a very big amount of merits in her Preparations, and did about the same amount of large fortifications that ALD did.

Hudson fortified even more, with nearly 900000 total merits in fortification.

Total merits drop down by a large amount (as usual) for 4th down to 10th.

On the effective chart Aisling took out the number one position, with strangely a very similar number of effective fortifications as ALD.

Hudson was in the 2nd position with a very large amount of effective fortification, and ALD in 3rd position, far ahead of Winters in 4th.

4th down to 10th steadily decline, the same as the Total merits did.

Opposition

ALD was the most opposed Power last cycle, with total Undermining and Expansion Opposition at nearly 1.1 million merits.
Mahon, Winters and Hudson were all around the high amount of 800000.

Opposition goes down from medium for Sirius to Low for Torval, and Aisling and Patreus had a very low amount of total opposition.

On the effective chart, ALD had a very large amount of effective opposition, with over 500000 merits in undermining.

Winters and Hudson has what would normally be described as a large amount of effective undermining.

Mahon had a high to medium amount of effective undermining, with the other powers getting a low to very low amount of effective opposition.

Antal had a much higher amount of undermining (although still low) due nearly entirely to collusion piracy.

This Week in Slavery with Archon Delaine

Totcal and Mahon were the only 2 powers to win any expansions last cycle, and Mahon doesn't change anything to do with slavery in his domain.

Torval expanded to the Hsuanqueno system, which was already Imperial, so no changes to slavery there either.

A very slow week for Galactic Slavery changes last cycle, but with Antal in Turmoil there should be some big changes to Slavery next week.

Speculation and Commentary


Mahon

The Prime Minister is still in the 1st position, and he expanded to 2 of the 3 total systems expanded to last cycle.

This brings his total number of systems up to 94, a commanding lead over Hudson who has 80 control systems.

This week he has 4 expansions and with Hudson having no expansions, Mahon should again be in the number 1 position at the end of the cycle.

Hudson

The President fortified out of turmoil without losing any more systems, and moved back up into the second position.

This week he has over 1200cc to prepare with, which was similar to the problem of 3 weeks ago that lead to where he is now, and Hudson looks to be trapped in a CC Time Loop.

He has too much cc, so bad systems are impossible to push from his prep list.
The next week these systems win expansion, because all of his systems win their expansions.
So his players try to fall into Turmoil so these systems aren't expanded to.
Then he needs to over fortify to ensure no systems are lost to Turmoil.

And then he gets out of Turmoil with over 1000cc to prepare with.

Changes to how the Preparation list work may be rolled out mid cycle, so this may offer some hope to the end of this behavior for Hudson.

Hudsons score should go up with getting 7 to 10 preparations this week, but without any expansions to win, it shouldn't be enough to push him up to 1st.

Winters

Winters stayed in 3rd position as Hudson moved ahead of her, and ALD dropped under her.

The Shadow President was able to fortify out of Turmoil without losing any systems, and remains the only power to have never lost a Control System.

She is still 11 systems behind Hudson (69-80) and 4 ahead of ALD (65) so should still retain the 3rd position most weeks, unless she is put into Turmoil.

This week ALDs expansions have been publicly listed as her players primary target.

Torval

Undermining on Torval dropped down from the high levels of the previous week, and she was able to climb back up to 4th position due to winning one of the only 3 expansions, and ALD falling into Turmoil.

With that expansion Torval now has more systems than Aisling, but 8 less than ALD, and should be ranked higher than Aisling from now on, with only around 1/6th - 1/5th of the player base.

Torval was able to prep the ex-Aisling system of HIP 95256, and unless tensions rise between the Imperial powers, she should win this expansion unopposed.

Torvals second expansion should also win, and its likely she will be on 59 Control systems at the end of this cycle.

If ALD remains in Turmoil, Torval should stay in 4th position, but unless Torval is put into Turmoil, 6th should be the worst ranking she will be in.

ALD
ALD had a very large amount of effective undermining thrown at her last cycle and dropped down to 5th from 2nd, partially due to going into Turmoil, and partially due to Hudson and Winters getting out of Turmoil.

ALD has 3 profitable systems to expand to this week, but the two systems in Turmoil are low income, so it is unclear if her players would prefer to stay in turmoil to lose these 2 systems, or stay out of turmoil and win the 3 expansions.

Her expansion at Hyades Sector IC-K b9-4 failed because of the Turmoil (but won easily on merits) and its likely Hudson will prepare this system this week.

Even if ALD loses both systems, and Torval wins both of her expansions, ALD will still have the 4th highest amount of Control Systems.

Should ALD win all 3 expansions, she will only be 1 system behind Winters, and may jump up to 3rd at the end of the week.

Sirius

The CEO of Sirius Corp has another fairly quiet week, with his only expansion being defeated, with a very high (for him) amount of opposition being put into it, 6295 vs 58710.

With Torval winning her expansion, she is now on the same number of Control Systems as Sirius, 57.

If the opposition to his expansions continues, Torval should be able to move 2 systems ahead this week, which will put Sirius on the 6th most number of Systems.

With Antal in Turmoil, and Aisling likely to hit Turmoil, Sirius shouldn't fall under 6th at the end of the week.

Aisling

Aisling continued to have the most interesting week in PP again.

She was able to move up to 7th from 8th because Antal went into Turmoil.

With Torvals successful expansion Aisling dropped down to having the 7th most number of control systems, while having perhaps the largest player base, but certainly at least the 3rd largest number of players.

Aislings problems continued because a very large amount of her pledged players don't seem to want to help Aisling.

Chnumar was again pushed onto her prep list, a very large amount of merits were pushed into it early, and it looked likely to go over 500000.
In the end it got to 359,287, which is still a very large number, but not much different to the 355,085 merits put into it in cycle 36.

"Only" 264,478 merits were put into a different prep target, so Chnumar is now on her expansion list.

Its likely some of her players will want to go into Turmoil to make this expansion fail, which should be used as an opportunity to lose some low income systems too, but if history is anything to go by, her worst systems will get fortified, and some middle to high income systems will be put into Turmoil.

Add to this Patreus and Torval slowly expanding to some of the profitable areas she has lost, and there doesn't seem much chance for her to move back into the top 5.

Antal was gaining on her number of systems, but he is likely to lose several (or more) at the end of the cycle, but with only 6 more systems than Patreus (and Patreus has 2 expansions this week) it may only be a matter of time until Aisling is the smallest Imperial Power and replaced him in the bottom 3.

Tensions between Aisling and Torval and/or Patreus should be on the rise, but the majority seem calm on their reddit, and there is no reason to think the Patreus or Torval expansions will be opposed this week.

If Aisling wins her expansion this week, she may move past Sirius into 6th, but its more likely she will go into Turmoil, and should definitely move under Patreus into 8th, but may move under Delaine into 9th position.

Patreus

Patreus has a quiet week, with an extremely low amount of undermining, with only 2 systems hitting their triggers.

He has several expansions into systems far from the Federation and Independent powers, so should be able to win all of them without much opposition.

Antal went into a controlled Turmoil, and the system of Kenna (in an area Patreus lost a while ago) was undermined, but this wasn't enough to put this system on Antals turmoil list.

This cycle seems a good opportunity to strike back at Antal, but it is extremely unlikely this will happen.

In the short term Patreus will move ahead of Antal, but once Antal leaves Turmoil he may be able to overtake Patreus once again.

Patreus should be able to move past Aisling in the next few weeks, and maintain a lead over her into the foreseeable future.

With Aisling likely to hit Turmoil, Patreus should move out of the bottom 3 at the end of the week and up to 7th.

Antal
The Utopians were hit with the latest Collusion Piracy attack, although it was on all of their low income systems so it was the work of Utopians who either had Sirius players help (they must have forgotten Antal took all those systems from them) or Utopians temporarily defected to Sirius or the Kumo Crew to undermine themselves.

Of the 9 systems that hit their undermining trigger, only 3 don't have the tell tale sign of piracy, Waikula, NLTT 6655 and Kenna, 3 systems the Utopians wouldn't want to lose.

This week Antal will try to undermine himself enough again to force out these systems in Turmoil, which should push him down to 10th (he is only 1% above Delaine right now)

He will then have less systems than Patreus, so will be 9th most weeks until more systems can be expanded to.

Delaine
The Pirate Lord had another quiet week, and the same preparation bug struck him again, removing another system from his expansion list.

He has 4 expansion this cycle, which should take up most of his players merits this week, trying to expand them.

With Antal trying to lose systems to Turmoil, Delaine should move up to 9th next week, and with Aisling continuing her slow bleed-out, its possible he will move past Aisling to 8th, but this isn't certain.

First of, thank you for the commentary. :)
Second of, I don't know, but to me it seems like Aisling has her state stabilized, of course the 5C will still be present (until hopefully speedy temporary fix), prepping Chnumar for the rest of their lives, but I don't think her situation will worsen.

If she wins the expansion at Chnumar, she will need to fortify another 2 or 3 or so systems per week to break even, which isn't fun.
If she goes into Turmoil she will probably lose another higher income system.

You might be right, and she stabilizes, but that in itself is worse than where she was, Sirius and Torval are leaving her behind, and Patreus will soon over take her if nothing changes.
 
According to the self proclaimed but still unconfirmed 'Aisling5C' CMDR calling himself 'Douglas the Great' the 5C plan to fulfil Chnumar's expansion this cycle before potentially moving on to another power to target. Depending on who they pick and how soon FDev are planning to implement fixes to fight their activity this could be varying degrees of bad for power play.

As an Aisling loyalist I would of course be quite glad to see the back of them but not if it means that they end up just moving their damaging activities to some other power, one potentially even less able to counter act them than we are.
