Overview of last cycle
Fortification: Perfectly judged - see below.
Preparation: An easy preparation of HIP 41529, which has now gone to expansion.
Expansion: See below for how we avoided the expansion to Gitse with cunning fortitude.
Undermining: Solid work striking back. The struggle continues.
What a nail-biting cycle! We had a crappy expansion at Gitse that would have cost us CC that we really didn't want, and the way to get rid of that is to go for turmoil! As a result only the vital control systems were fortified, deliberately leaving us vulnerable.
However, the enemy were off doing something else (we suspect it's all Bioware's fault) and their undermining effort was less enthusiastic than usual. Any other cycle this would have been very welcome, but not this one. As a result it was tricky not to over-fort and accidentally avoid turmoil.
But our director did an amazing job and brought us exactly down on the edge - we did lose the expansion, but we also managed to avoid turmoil! An astonishing feat that many don't even realize is possible.
This cycle there is the usual forting, BGS and undermining to do, and we have a nice expansion - this one we actually do want!

Because of the nearly-turmoil efforts last cycle, we do not have enough CC to prepare any systems. Consolidation votes are also ineffective this cycle.
Expansion
HIP 41529 - please take Liberal Federal Aid from any Winters control system (Amuzgo is probably the easiest) to this system. Note this system has only space stations with medium sized pads, and a large pad on a planet (it's a low-G planet so landing is easy).
Fortification
Deliver Fortifications to the following systems until they hit 100% fortified. Remember that fortifying a system above 100% has no effect - please take the packages to a different control system instead.
