Ship Builds & Load Outs CZ Vulture fit

So I bought a Vulture because everyone raves about how they are the perfect CZ boat, and so far I tend to agree. Pre Horizons my build allowed my to sit in a Hi intense ad-infinitum, however since the patch it seems to be ailing.. a lot. The dps is lack luster and the tank is much less than before. Not sure if this is in my head or if its due to changes in the game mechanics but figured I would toss my build up here and let you guys pick it apart and tell me whats going on.

ok, so
1: you have 1.4 EXTRA MEGAWATTS OF POWER... that is a sinful amout of wasted energy
2: you have no shield cell banks, even tho you can put it in the class 4 internals without sacrifying much, adding a shield cell bank will increase your survival by a lot, and will also allow you to stay in the combat zone longer
3: you have a docking computer... you are flying a vulture, not a type 9, it's small and maneuverable, it's one of the easier ships to dock with... put something else instead
4: you could increase your firepower by replacing the gimballed lasers with fixed ones (they do much more damage), the vulture is one of the most maneuverable ships of that size, so you should not have problems aiming (you may need some practice tho)
5: POWER DISTRIBUTION
1: engines, shields(if possible), sensors, life support. MUST BE BELOW 50%!!!!!!!!!!! if its not, put shields on 2.
2: weapons, power distributor, scanners, chaffs, heat sinks etc.
3: shield boosters
4: shield cell banks
5: anything else including FSD (switch it to 1 if your powerplant goes bust and run away)

When I deploy I am over capacity. Trying to put a cell bank in esp at class four effectively shuts down the ship. the docking computer is a bad choice I know but I got tired of the constant docking to turn in bonds and had to open slot and since turn off it costs the ship nothing figured why not. As for fixed... I have never tried fixed weapons so I suppose I could give them a whirl.

use coriolis.io to experiment, with loadouts and power distribution, you will eventually find a balance.
a few advices
1: sometimes (not always), it's better to equip class C instead of A and put more boosters
2: energy weapons use less power when gimballed, however, the opposite is true with kinetic ones
3: pulse lasers, while being the most efficient of all energy weapons, use still a lot of power, the least energy hungry weapons are fixed cannons, they can do lots of damage, but require lots of practice to handle
4: if you need to squeeze in a tiny bit of power to make your loadout work, you can use an A class life support and put in on priority 5. that means it will shut down during combat. it will give you more power to use for combat modules, however, you will only be able to stay in the CZ for 25 mins max
5: you can use lower class thrusters, especially on the vulture, since those thrusters are so big
6: if you don't mind fighting shieldless, make sure to bring a field auto repair unit, so you can repair your systems in emergency, you can also use the reboot/repair function if you don't have one, but it's risky because it will shut down everything, leaving you vulnerable
 
Curious: With the new massive heat buildup from Shield Cells, are Heat Sinks a must now? Or are you just planning to take the heat damage?
