Come on...what's the first rule of Tick Club?
The tick doesn't exist
- according to FD.
Was it on one of the FAQ streams? Anyway on one stream a FD dev explained the tick and that it doesn't exist and how the "tick, that doesn't exist" works.
I think the "BGS-tick" is affected by the Heisenberg's uncertainty principle. You can observe the time of the tick, but not the effect of the tick - or the effect of the tick but not the time
Ok, does it randomly move about?
Used to be Saturdays at 9 AM, but I don't think it airs anymore. I got the 1st season DVDs if you want to borrow them.

As it doesn't exist it can't move around
Keeping the quantum physics metaphor: the tick is a stationary wave that has a chance to manifest itself as an effect-particle. Without interference the creation of the effect-particle happens roughly at the same time everyday. But the BGS overlords at FD like to interfere with the BGS-tick-wave.
(It happens roughly at the same time, but that time is know to be different form time to time depending on what FD did in the background of the BGS)
Not randomly, it often changes when there is a patch. Last week it shifted back about 6 hours to the current time for mysterious reasons unknown. FD pulling some lever or other no doubt.

Apropos of nothing, but I watched Invasion U.S.A over the weekend.
