Since release of Trailblazers (System Colonisation), and possibly PP2.0, the BGS has been somewhat broken.
Specifically for wars pending: In several systems, I've seen it take up to a week or so to actually start the war and sometimes during the war, days get skipped with apparently no tick being applied for that day, thereby adding days to the war.

There is a new tick tracker that I've heard about but have not gone looking for yet.
There are a few threads around these forums which may have more/better info.

Daily tick varies system by system and even 2 systems beside each other won't tick at the same time so you'll have to watch and see what time your system is updating it's BGS.
Most of the time the newsboard will change first, much much later system overview (right menu etc)
