Dark Heart of the Alliance

In my travels, never has an Empire or Federal station asked me to blow up prisoners.

On the other hand...

These are the 'old worlds' which were regarded as some of the most lawless places, so I guess it makes sense. As well as that, Reorte is the HQ of that shady company, Faulcon deLacy.

But also, we know that the Alliance is the greatest superpower, but it doesn't reside in Alioth; far from it.

Why?

Look at the symbol under your Pilot's federation ratings - the triangle.

And where is this system? The old worlds.

Yes, i was offered them several times but i only saw them in Alliance space.
I never accepted one because i don't know where to find them..

Note that those are simply the locations of the targets. The only place to view the party who's giving the mission is the Bulletin Board itself, before clicking, in the lower right of the mission bar.

Considering the targets are likely to be members of the Alliance when you find them in those systems, I'd say it's more likely that a local independent faction is attempting to erode morale or something else within the Alliance itself.

No, they were the Independent Leesti for Equality there. In the screenshot you can see every mission was from them and you can't select one that's not on screen.

But is that an Alliance minor faction or an Independent one?

It's also possible that ILFE wants prisoners to be killed because they are citizens of another faction (either within or outside the Alliance). Sort of a disagreement over capital punishment, perhaps?
