Anyone else get this message come up in the info screen when doing level 1 scans? It did it twice before working the third time, new feature added in a recent update?:S

Had this this morning, along with the lag for the main star to be scannable and having to scan a system two or three times before any other planets/stars pop in.

It had been fixed (for me at least) in 1.3.03 but reared its ugly head again in 1.3.04.

Is it too much for me to assume it's been fixed in today's patch?

Yep, had that quite a bit and the annoying scan object then it instantly starts scanning a second time, this happened with every planet I scanned in one system.
