I am in my SRV on a 'Planetary Scan Job'. I can target the data point but the data scanner on the SRV won't 'fire'. I don't seem to have a weapon 2 option able to fire, but when I re-map it to weapon 1 instead, it still doesn't 'fire'. Power seems ok, data scanner is active. What am I doing wrong?
You can try some things.
1) Some data point have this retractable antena that will raise when you get close. Sometimes you have to enter the turret and look "up" to be able to scan it. (You can use the scanner from the turret, too)
2) Go to settings and turn the "Fire deploys hardpoints" function on.
3) Try clearing the scanner from the firegroups and go to the controls and bind the scanner to some key or button other than the trigger.

Hmmm. I didn't SEEM able to use any other option than fire the main weapon from turret. However, I'll try the 'other keybinding' option .... and let you know ... I moved away for now but will have to go back and try again ....
I've had problems with these too - turns out I wasn't close enough or aligned well enough with the data points (one data point was on a raised platform) and re-positioning seemed to help and the scan worked.
The scanner doesn't (seem to) scan unless you're positioned properly (the reticle will move to align with the datapoint - like the guns do when you target a outcrop or skimmer) ... I've not done this in ages and just started doing these again today hunting for cracked firmware...

<facepalm> Okay, It's me! I tried binding Data Scanner to weapon 1 instead of 2. NOPE ... Tried it in the turret. NOPE ... Tried disabling the module and re-enabling it. NOPE .... tried a couple of other things I forget now. NOPE
EVENTUALLY discovered that SRV secondary weapon fire wasn't bound in game control settings! D'oh!! Set that to button 2 and now it works! Form turret only though. Secondary weapon seemingly not available from cockpit, only turret.

Heh - no it does! (really) you just have to be in the right place (not too close, not too far from the data point --- it's easier to use the turret mind...)
Yeah happened to me too the first time I tried to use the scanner lol.
