Mission board or the folk standing about.
Check for missions with the "bolt" symbol used for engineers, and then click those ones, check what materials they reward you with, a shame it doesn't just say on the mission board without having to open them.
With the people standing about, you have to ask what it pays to see the material rewards if there are any.
Good thing is, you can negotiate and get more of the materials too. Best to get a good rep if you want to try for the highest negotiation.

Is this in relation to an engineer unlock?
Digital designs I've found in hab data ports, but very infrequently.
Chem and weapon inventories, I think from research/security data ports.

You can change the 'Show' filter from All Choices to 'Materials'. If you chose to look at all available missions with this filter applied, it's not to bad for finding ones with the mats you might be farming.
I should add, I've managed to pick up a few Chemical and Weapon inventorys this way, but have never seen Digital Designs as a reward

Monday was eons ago now! : ) Filter by materials is the key. The important mats come up most of the time. You can get rewards from 1-5 of an item, except suits and power regulators. Those come in 2s. Everything else you can get up to 5. Missions refresh, so keep checking until you get a handful. I've been able to upgrade a couple weapons and suits now with a couple mods, working on another weapon now.
Graphene and items like that are never rewards, so loot them at settlements. They are pretty plentiful. Trading for what you need works well too to balance things out once you've done a few missions and looted a few of the settlements.

For mats always look at mission giving NPCs and always try to negotiate reward.

That works too. I like the missions since you can scroll through 75 of them sorted by mats. You can get 5 Manufacturing Instructions for killing pirates at a settlement. Those take about a minute once you are there in your ship with missiles. You can get a few of those if you refresh the boards a few times, plus Suit Schematics, Power Regulators and so on.
Alternatively if anyone has found a system with missions rewarding any of the three, that'd be great. I must have really bad luck, I've yet to find a single one after spending a few hours searching today.
