Datamined Wake Exceptions...You will need a Frame Shift Wake Scanner. I'd go with the 'A' version for the maximum range thus less flying around. Search for Famine systems in the Galaxy Map then go to them looking for a Distribution Centre in the Navigation panel. Not all systems will have one. Go to it and there will be lots of Sidewinders picking up supplies from transports then high waking out. Most will depart in the same area of space so just park there, let them come to you and scan their wakes. Others may depart in another area thus the advantage with an 'A' scanner. There will be 1-4 ships about every 30 seconds depending upon the system population. Scan a lot just like a normal station but with so many ships departing the process is sped up immensely. Thus one can get 30 Datamined Wake Exceptions in an hour.

The RNG can be frustrating as one can scan 25 times only getting one DWE and the next moment get three in a row. It can be boring but currently playing on the PS4 the big TV has the game and a smaller one next to it has Cable TV playing James Bond movies (they are big this month on cable). Next thing I know I have 50 DWEs. Works the same with the PC version but the TV is behind me! Also works well making the time fly when grinding for military rank to buy that ranked locked ship.

Chemical Manipulators...NSS Combat Aftermath can have them but often are the lowest return. At one time data scanning ports at high security bases worked but seems to have been nerfed since version 2.3. Take out Type-9s in Anarchy/Outbreak/War systems. Hazrez in these systems also work. The best is with Anarchy/War systems looking for NSS seeking weapons. Sometimes there will be two and one is empty. They will not always be listed in the Navigation panel so zoom around a few planets to find them. Go with decent weapons and shields otherwise it will take too long to take them out. Personally I like beams, frag cannons and rail guns in a Python up close and personal for taking them out in seconds but that is just me.

If you are squeamish about taking out poor refugees in a Type-9 remember this is an Anarchy system! Many of them are probably terrorists who will wreck havoc with the neighboring systems once they get there! Shoot first and ask questions later. Think of it as cleaning up the pond scum in the universe.
I forgot about the Anarchy part thus took out a few Type-9s and got a rather large bounty on me. I bought a Sidewinder and had the system authority ships scan and kill me. Back to the main ship, leave the system and now I have a dormant bounty which will expire in 7 days converting to a fine. Then I can return to the system and pay the fine if I am picky about keeping my record clear. Many players are not. I also bookmark the system as it is not easy to find later on.
Note: Never do combat in your home system. That lowers your relationships with the local factions and one mistake will make it difficult for a player to swap out all those stored ships and equipment! Also have a secondary local system if your home system goes to lock down. Then a player can easily have a ship or gear transported at a low cost. Being a trader my home system is about transporting commodities and cargo missions with a Cutter and a Python. My secondary system is about transporting passengers in an Orca as it has better payouts than my home system. It is amazing how detailed this game is if one looks for it.
