The dice were a reward in the "Elite Encounters: Roleplaying In The Elite Universe" Kickstarter.

They were an addon so during the KS you needed to purchase it as an add on at the time.

ummm no, they were given away as part of the pledge rewards as well as being an add-on. for clarity and as previously stated they were part of the Elite Encounters kickstarter and nothing to do with the main Elite Dangerous KS
