Solutions to protect the workers from space ?
Simple, a murder bounty. Since you're near a station, you're as good as dead.

Extend the stations shields to cover the workers is the only thing that might work - assuming said shields don't fry them that is.

Without protection station workers would be the new womp rats. They'd be seen as target practice - especially by those slave abusing Imperials.

Weapons systems disabled automatically within No Fire Zone? And how about making it impossible to rebuy ships for 14 days after committing murder in the No Fire Zone? You'd be able to acces the game, but just lounge about in the station until sentence has been carried out.
