Because it's subject matter for some interesting debate and I learned something from reading the thread. :p

In addition, we don't want commanders pulling out their vertebrae on the landing pads, causing a medical emergency and holding up landing slots for inbound station traffic. All because they thought they were Hercules in the 10% gravity.
Honestly, Luniticisi, H&S is everyone's responsibility. ;)

If memory serves, the current recommendations for manual handling suggest that people should not try to lift anything heavier than 25kg by themselves. For larger loads people are advised to seek assistance and/or mechanical aids. That being said, the commander's job is to fly space ships and not be a stevedore;)
 
I believe you can see a conveyor belt system on the right side of the landing pad for moving cargo - it would be more a matter of sliding the canisters around rather than lifting and hauling them. Even with that, I'm certain that the inertia issue would make it very awkward without some about of automation. We'll have to wait for Alpha 4 (or beyond) to see if there is any cargo load/unload animations.

In principle, you're right. Some canisters might be a little 'hot' and require pushing on the back of a lorry for planet side consumption.
Being a criminal is no excuse for shoddy H&S though. ;)
