PvP Dazzle Shell: What is it? Is it useful in PvP?

I find this description a little vague.

What does Dazzle Shell actually do?

Is it useful to have in PvP?

It reduces the range you can see low heat targets but since anything perma boosts, has shields or is silent running or hit by emissive, there is only 1 tiny percentage (<0.1%) of ships that could poentionally make use of it ... and even these would usually go for dispersial or TLB.
But other than that, no, it has no use.
