Deactivation of the Fuel Tank

I know, I know, some people will tell me this is a nerf and makes the game too easy and maybe they are right, but however:

When I was planning my Exploration Ship one thing came into my mind: A Reserve Tank!

Sadly the extra tank i put into my ship just fused together with my main tank and i can't access them individually.

So... i would really like to deactivate the fuel tank(s)! Then I could put an extra fuel tank into one of my optional slots, deactivate it, and when my tank runs dry I still have some fuel in my reserve tank to reach the next star :D

I can deactivate every single module of my ship, and when I have more modules of the same type I can deactivate them individually - just the fuel tanks can't be deactivated. Why? To produce an artificial difficulty? Giving up one slot and flying around with the extra weight of the added fuel is a good trade-off for the extra safety it provides I think.
 
Nice idea, but I would like that option so I can run an empty tank for when I want more max jump range. e.g. Run 2 16T tanks instead of one 32T. Use both for travel and then be able to cut down to one when I'm out in rim areas where the systems are further apart and I need just that little bit extra range.

Rather than fine tuning the fuel tank's power settings to disable them, would it not be a better all-round solution to add something for the functions tab to simply manually dump fuel?

I think managing your fuel is a skill in itself. With the ship range, we are getting now it It really not needed.
