Dead Cobra at USS & Waste Collections?

So I've decided to go exploring in my new Viper and I was in one of the systems which has no civilization in it, but a few stars and planets around each one...

I set a course for one of the planets and spotted a USS, where I dropped out of SC to examine it...

There were quite a few toxic canisters around and a Cobra Mk3 in the middle of them with its engines lighting up but not moving and I couldn't target it.... but I could shoot it and destroy it

Also in the same system I found a Lakon Type-9 Heavy called Waste Collection and it sent a message to me saying something like if I had dangerous waste I could make some credits!? :S

Any one seen these before?

Seen them a few times, the waste collection is a target on a kill mission, but was bugged when i did it

Do you think the "dead" Cobra is a bug?

You can pick up the radioactive canisters and deliver it to the lakon 9. You just have to fly close to the lakon.

Just be careful the waste will damage your ship, so do it quickly
