Newcomer / Intro Dealing with illegal cargo?

Hello. Recently I found an NPC ship carrying illegal cargo (Rebel Transmissions) and did so with a cargo scanner. However he was not labeled as wanted and continued to be "clean" even after discovering the cargo. How should I handle the situation?
 
Rebel transmissions are a special mission item required for certain missions. You'll most often encounter them free-floating at a USS but occasionally NPCs can carry them.

If you don't need them for a mission they can be sold at a black market for about 2k a ton. Just make sure not to get scanned by police while you're caring them.
 
Well the thing is, the moment I attack the guy I'm probably gonna get the bounty anyways and get hunted down. The thing is, I want to know if there is a certain way for me to scan him so that I can upload his smuggling activities to the police database and give him a bounty, and then "legitimately" kill him (and maybe take his cargo as well).
 
Ok from what I noticed playing the game: the guy won't get marked as wanted as long as the cargo is not stolen, I often scan NPCs carrying items that I usually sell on the black market but theirs is not marked as stolen. Also, don't quote me on this, I got scanned by federal security forces several times in USS carrying stolen items and never was marked as wanted, they just said something like 'everything looks fine, carry on pilot' so I assume they don't always scan for stolen cargo just use the wanted scanner.
 
You need a different scanner to check for cargo, right? Maybe the game creates security ships without that cargo scanner as well
