With the introduction of the new advanced docking computers, would it be possible to implement less drastic measures for loitering?
Basically, if a ship is caught loitering, instead of shooting it dead the "station traffic control" would send a message stating you're violated such and such and will be removed from the premises. They would then take over the ship's docking computer, escort the ship out and slap a hefty fine on top of it. Maybe there could be a short "cool-down" period, during which the ship can't request docking, as well.
