I am playing Elite Dangerous v.1.4.0.1 . Lately when i approach a station just after exiting super-cruise about 10-8.5 km from station i often get attacked by a npc not a specific one just outside the base.This happens often.Is this normal ? is it the way it is supposed to happen sometimes or is it a glitch ? i am asking because a few minutes ago i was attacked by a vulture npc and although i managed to avoid him , the internal security of the station kept him busy for some time i managed to enter the docking bay and was unable to dock because the game displayed that i was under attack (what attack? i was safe inside the base while the fight was outside.) i couldn't dock even manually and because of the inability of the police being unable to kill the vulture i had to maneuver inside the base in my T9 and go outside and attack the vulture in order to kill it ! is it this the way is supposed to happen or you should fix it somehow?

I am guessing you took a delivery / smuggling mission ?
If so then similar has happened to me - arrive at the station / outpost and in warps the NPC threatening then shooting.
Last time it happened though the NPCs took care of them ...

Persistent NPCs that already trail you in SuperCruise will appear seconds after you enter normal space anywhere. Including Stations or Outposts.
Normally, entering the NoFire Zone of a Station/Outpost should trigger them to retreat for good.
When it comes to the Docking under attack - even though the Docking Computer won't work, manual docking is easily possible anytime. I've done that many times and it's just like normal docking.

I get it when full on cargo. Check your comms screen entering the system.
You'll get something like "Thats the big haul I was looking for" or whatever. If you manage to get to station before they interdict you then they'll follow you after a short while and engage.
